Purpose of this Role
Helps families find free, publicly funded preschool settings that meet their needs. Connects them with resources. Supports them through the application and eligibility determination process if they select a Preschool Promise provider. Drives quality improvement efforts to improve outreach and enrollment based on the experiences of families. Participates in a larger team within UW that addresses system-level inequities that impact families with young children and is building an early care and education system that is free from bias and gives every child what they need to thrive.

Key Accountabilities
Assists families with the application/eligibility process for the selected Preschool Promise Provider – 40%
  • Talk families through the process of finding their documentation that verifies income, age and residential eligibility and then help to upload documents into the website either by talking families through the process over the phone or in person
  • Work with families when they submit wrong documentation or there is a unique circumstance to aid them throughout the process and resolve any issues that arise
  • Support and assist the Enrollment Senior Manager in planning, coordinating, implementing, and organizing the recruitment, eligibility, selection, and placement functions for Coordinated Enrollment.
Responds to families’ questions through the Coordinated Enrollment helpline and email – 30%
  • Respond to phone calls, texts and emails from families who have questions about Preschool Promise (PSP) deadlines, program elements, application process or specific PSP providers
  • Be the point of contact for families when they have concerns about their application review or have other worries such as not getting their first choice program or not getting into the program at all
  • Provide excellent customer service to families during the application process
Support Zengine platform and ELWC website for new year’s enrollment – 10%
  • Keeps accurate, complete, and FERPA/HIPAA-compliant provider and child/family records
  • Partner with CE team to tweak bilingual messages for families: acknowledgement of submission of application, acceptance, lottery outcomes, etc.
  • Partner with PSP providers to get the information and pictures needed to support enrollment
Serves as a liaison between families and Preschool Promise providers – 10%Promotes community resources, events, and related activities to families – 10%
  • Support the implementation of Early Learning Washington County’s projects related to early care and education
  • Supports time-limited projects with other team members such as supporting STEM or transition to summer or graduation to kindergarten projects
  • If needed, refer families with other state programs like food banks, libraries, SNAP, etc.
  • Participate in team strategic planning around outreach and enrollment, and support updates in the Early Learning Washington County website. In conjunction with the Coordinated Enrollment team, help design literacy projects for children participating in Preschool Promise and materials to use for outreach efforts
  • Participate in community events to support enrollment
  • Partner with the ELWC Parent Advisory Council (PAC) in strategies/issues/recommendations around Coordinated Enrollment that includes priority populations identification, selection criteria, etc.
  • Always maintains family and provider confidentiality

Supervision and Working Relationships
Supervisory Direction Received:
  • Position works closely with and under the general direction of the Enrollment Senior Manager ELWC.  Requires planning and arranging of own work in relation to overall set objectives of the department. Work subject to review and evaluation by the ELWC Enrollment Senior Manager.
Working Relationships:
  • Early Learning stakeholders, Community Impact staff, other United Way staff, community partners (consultants, funded partners, other nonprofits and service providers, volunteers, and individuals from our community), and Washington County Health and Human Services staff.
Supervises:
  • No direct reports
Education, Skills, Experience, and Training Required for this Position
  • GED or high school diploma required
  • 2+ years customer service or comparable work experience heavily interacting with the public and collaborating with other departments
  • Bilingual in English and Spanish for both reading and writing
  • Experience with customer service, but does not have to be specific to the field
  • Experience with collaborative work
  • Strong communication skills, both verbal and written
  • Prior experience working or volunteering with community organizations in similar field of work or capacity desired
  • Associates degree desired
  • Graphic Design knowledge desired
Technical Knowledge
  • MS Office, Zoom, etc.
  • Some knowledge in data entry would be useful but will receive on the job training in data systems and website work
Physical Requirements
  • Ability to travel to training sites and to meet with families and providers at their sites
  • Work is primarily performed indoors, within an open office setting with a moderate noise level and occasional exposure to scents
  • Frequently required to sit/stand at computer in a stationary position
  • Frequently operates a computer and other office productivity equipment, such as a copy machine, printer, phone and fax machine
  • Frequently required to move about inside the office for meetings, access to information, office equipment, etc.
